I wouldn't stay near the airport - there are better, much more scenic areas. How about driving around Superstition Mountains? You can do hiking and horseback riding, and the ride is beautiful. However, if are going counter clock wise, the road after the dam turns into twisting unpaved road. Beautiful, but I would not recommend driving it if you are afraid of mountainous road. If remember, Superstition Mountains are a relatively short drive from Phoenix about an hour? You could easily do it as a day trip.
It's about an hour drive east of Phoenix. But I live in Sedona God created the Grand Canyon, but he lives here in Sedona. You might consider staying in Sedona instead of Flagstaff just a thought You won't be disappointed. Thanks, I have been to both Flagstaff and Sedona before. The people are always knowledgeable and friendly. To get from cheaper motels to any point of interest by public transportation is not worth it in my opinion. It will not be warm enough in either city to swim, either. The cooler weather and low humidity during the winter makes swimming a pretty miserable experience. Tucson has more to see than Phoenix, hands down. Phoenix is good for shopping, sports, expensive dining, and a few museums.
Phoenix has Camelback Mountain, Squaw Peak, and a few other smaller mountains to climb. If I were you, I would wait to come to Arizona in the summer when everything is significantly cheaper.
A trip to either city will empty your wallet with the cost of the hotel, public transportation, travel to and from the city, and food. You could cross into Nogales, Sonora and get a good room for about It's a little higher up elevation wise, so more like Tucson. Lots of "hora contente" in Nogales.
